Kit Neuvillette's Explanation: Talent, Passivity, and Counseling

Neuvillette's gameplay is quite simple, he only plays HP-scaling ATK charges, but Neuvillette still uses bursts in every rotation to collect Sourcewater Droplets or blue balls which can be obtained from his elemental skills and bursts.

Normal Attack

Swinging the staff lightly, commands the wave to deliver a maximum of 3 attacks, dealing Hydro damage.

Charged Attack Empowerment: Legal Evaluation

While charging, Neuvillette will gather the power of water, forming it into an Arbitration Seal. In this state, Neuvillette can move and change positions, as well as absorb Sourcewater Drops in certain AoEs.

Every Droplet it absorbs will increase the speed of Seal formation, and provide Neuvillette's healing effect. When charging is stopped, if the Symbol has not yet formed, then a Charged Attack will be released. If it is formed, Charged Attack: Equitable Judgment will be issued.

Charged Attack

Consumes a fixed amount of Stamina to attack the opponent with a circle of breaking water, dealing Hydro damage.

Charged Attack: Equitable Judgment

Releases a continuous flowing torrent dealing AoE Hydro DMG to all opponents in a straight line in front of him. Equitable Judgment will not consume any Stamina and lasts for 3 seconds. If Neuvillette's HP is above 50%, he will continuously lose HP when using this attack.

Plunging Attack

Gathering Hydro power, Neuvillette plunges to the ground from the air, dealing damage to all opponents in its path. Deals AoE Hydro DMG when hitting the ground.

Elemental skills

Summons Raging Waterfall which will deal AoE Hydro DMG to enemies in front of Neuvillette based on his Max HP. After hitting an opponent, this skill will produce 3 Sourcewater Droplets near the opponent. After that it will result in Arkhe: Pneuma.

At certain intervals, when Raging Waterfall descends, a Spiritbreath Thorn will descend which will penetrate the opponent, dealing Pneuma-aligned Hydro DMG.

Elemental Bursts

Releases a rupturing wave that will deal AoE Hydro DMG based on Neuvillette's Max HP. After a short delay, 2 waterfalls will fall and flow Hydro DMG in a smaller AoE, and will produce 6 Sourcewater Drops in the area ahead.

The following are the passives that Neuvillette has:

Gather Like the Tide

Increases underwater Sprint SPD for own party members by 15%. Cannot be stacked with Passive Talents that provide the exact same effect.

Heir to the Ancient Sea's Authority

When a party member triggers a Vaporize, Frozen, Electro-Charged, Bloom, Hydro Swirl, or Hydro Crystallize reaction on an opponent, 1 stack of Past Draconic Glories will be awarded to Neuvillette for 30 seconds. Max 3 stacks. Draconic Glories then causes Charged Attack: Equitable Judgment which deals 110%/125%/160% DMG originally.

The Stacks of Draconic Glory of the Past created by each type of Elemental Reaction exist independently.

Discipline of the Supreme Arbitration

For every 1% Neuvillette's current HP is greater than 30% Max HP, he will gain 0.6%BHydro DMG Bonus. The maximum bonus of 30% can be obtained this way.

Following are the Constellations of this character:

C1 – Venerable Institution

When Neuvillete takes the field, he will gain 1 stack of past Draconic Glories from the Passive Talent “Heir to the Ancient Sea's Authority.” You must first unlock the Passive Talent “Heir to the Ancient Sea's Authority.” Additionally, its interrupt resistance will be increased when using Charged Attack: Equitable Judgment.

C2 – The Law Commands

Passive Talent “Heir to the Ancient Sea's Authority” will be increased: Each stack for Draconic Glory of the Past will increase the CRIT DMG of Charged Strike: Equitable Judgment by 14%. The maximum increase that can be achieved this way is 42%. You must first unlock the Passive Talent “Inheritance of the Ancient Sea Inheritance.”

When using Charged Attack: Equitable Judgment, Neuvillete can absorb nearby Sourcewater Drops in an AoE. Each Sourcewater Droplet absorbed will increase the duration of Charged Attack: Equitable Judgment by 1.

Additionally, when Equitable Judgment hits an opponent, it will fire 2 additional streams every 2 seconds, each of which will deal 10% of Neuvillete's Max HP as Hydro DMG. DMG dealt in this way will count as DMG dealt under Equitable Judgment.
