Who is Imu Sama?
Imu sama first appeared in the Reverie Arc and immediately became the center of attention due to his status being much higher than the Five Elders (Gorosei), who has been considered the supreme leader of the World Government.
His presence opens up many mysteries about the past and also becomes a sign that Luffy and his friends will face the biggest and most dangerous enemy in the history of their adventures.
Imu Sama: The True King of the World
Even though the world knows the World Government's power system consisting of the Gorosei, it turns out that behind it all there is one person who sits on the Empty Throne.
This throne is a symbol that no one country has power over another country - a symbol of neutrality.
However, his appearance on the empty throne proved that system was a lie. He was a figure who ruled in secret and controlled the world from behind the scenes.

Imu Sama has yet to appear clearly. His appearance is obscured by a cloak and a large crown. He speaks mysteriously and only sparingly, but his power is terrifying.

Relationship with Luffy and D
Interestingly, at several moments, Imu is seen observing images of Luffy, Shirahoshi, and Vivi. All three are connected to the history and will of D, a secret symbol that has yet to be fully deciphered.
Many theories say that this figure considers those with the initial “D” as a threat because they are a symbol of the old will that tries to reveal the truth and overthrow tyranny.
Imu sama and Gorosei
Although the Gorosei are the five strongest and most powerful elders, they are actually servants of Imu-sama. This raises a major question: how deep is the World Government's secret, and how much power does it wield?
