According to Kishimoto-sensei's official statement, this Jutsu is a masterpiece of the Uzumaki Clan. Yes, the main character's clan is renowned for specializing in Fūinjutsu.
As a forbidden S-ranked Fūinjutsu, not just any ninja can use Shiki Fūjin. This also takes into account the Jutsu's difficulty level and activation medium.

This was the first time his Jutsu was "born." At that time, Konoha was under attack by the Sunagakure and Orochimaru alliance, and the climax was right during the Chuunin Exams.
