The first theory that is most widely believed by fans states that Zeno is a clone of Albert Wesker that The Connections created.

The Connections itself is known as a criminal syndicate organization that makes and sells various Bioweapons.

This then led fans to speculate that they could also create clones using Wesker's genetic material.

Another theory suggests that Zeno may be one of the unknown Project W candidates.

Project W itself had 13 candidates in the late 90s, of which only two survived, Albert and Alex Wesker.

Fans suspect Zeno survived the virus injection which then allowed him to use powers similar to Albert Wesker.

Another theory suggests that Zeno may be a clone of Project W's owner, Oswell Spencer.

In Resident Evil Requiem's campaign mode, Zeno and Victor team up to hunt down Grace Ashcroft because they think she is the key to activating Elpis.

Some fans who support this theory link it to Oswell Spencer's ambition to become God and create a new world inhabited by a superior human race.

If Spencer cloned himself, it makes sense that Zeno would later learn about Elpis's existence. Although he doesn't know much, Grace Ashcroft also plays a significant role in it.

Completely New Characters

Besides that theory, there's another, more plausible one. It's about Zeno being an entirely new character, a survivor of the Raccoon City outbreak in 1998.

This may also explain why Zeno has the same mutation symptoms and signs as Leon.

Although it doesn't explain the reason behind his appearance and abilities being the same as Albert Wesker, some people believe that The Connections has some involvement behind it.
